TOOOT TOOOOOOT RAHH PARPPPP!! went the town of Great Torrington - Devon - UK this afternoon as the mighty spectacle of an 80 strong brass band played to a packed house at RHS Garden Rosemoor.What mystical and wondrous happening do we speak of?
